It is becoming increasingly difficult for the PA Dept. of Transportation, transit agencies, and local governments to deliver transportation services that meet transportation needs within current funding constraints. The state Transportation Advisory Comm. examined how transportation is currently financed and evaluated alternatives that realistically account for changing economic conditions. This analysis focused primarily on highways, bridges and public transportation. This study quantifies the impact and extent of the problem, and offers findings and recommendations for consideration by PennDoT, the State Transportation Comm., and the state General Assembly in addressing this difficult issue.
